the 9 square feet per bird is for covered snow free sheltered area. So it could be the coop plus a sheltered run.

sounds good then.

The extra space is just so important in cold climates since on nasty days they might not use the outside run for long, or even at all.
 
Keep in mind that the rest of the pole barn and everything in it will get covered in dust.
I built my coop inside a larger shed, it works great, but the dust is a con to the setup.

In another group it was suggested that I use a blower to draw air out. If I put one in the sheltered yard portion of the coop, do you think it would help to aleviate this issue?

It might, especially if fan ran 24/7/365-which might not be a good idea winter, but chicken dust can be hard on fans too.
