Coop Soundproofing

If crowing in the middle of the night is part of the problem, you might be able to reduce that by cutting down the light that gets into the coop at night.

I looked pretty deep into sound reduction the last time we were house hunting. Some people built a sound buffered minicoop in their garage for just their rooster and let him out with rest of the flock after their neighbors went to work.
Plants like pine trees or moving the coop so a garage is between it and the neighbors are options for some people.
Sound can be deflected (think the planes on the walls of concert halls), but I didn't get as far as a practical way to do it. Maybe some attachments to the ventilation openings to direct the sound down.
The best readily available insulation for sound absorption is mineral rock batts. Mice will nest in it though, if they can access it. Even just the side toward the neighbors will help.

I agree you can't sound proof without problems with ventilation but you can reduce the sound that gets to your neighbors. Happy neighbors are a wonderful thing; worth making some effort to have even if you can legally keep roosters.
