You can have a 10 x 10 walk in shed fully constructed on your lot from HD, fully floored and shingled, with windows. You can add roosts to the studs and nest boxes from TS. Then attach your run to it. You don't need electricity, and a long water hose will solve your water needs.

For a budget-friendly option you should consider a cattle-panel coop. We in the Carolinas need ventilation and airflow to protect our chickens from our brutal summers more than we need protection from inclement weather.

x2 on the hoop coop, it's probably the most budget friendly option.

Otherwise, if you want a wooden coop, best way to save on cost is to salvage as much material as possible - pallets, maybe a construction site will let you dig through their scrap, salvage stores...
