Cornish or white leghorn or what?

This little one came with my meat birds. At first we thought it was just a regular cornish because it was growing slower than the others but now at 3 weeks it is just completely different altogether. Not only a lot smaller, growing a lot slower, it isn't feathered out except its wingtips, doesn't eat like the others, etc ... it weighs 6 oz while everyone else is over a pound. We were sent more chicks than we ordered so we have no idea what they sent.



 
It's a cockerel, whatever it is. Looks too chunky to be a white Leghorn, which are very slight birds. At this age, my best guess is a white Rock--but it's only a guess.
 
It looks very much like my White Rock looked at that age
