Cortunix not drinking, please help, I am new to this

I had two Cortunix hatch this morning. It is now about 14 hours later and they still are not drinking on their own. I have put there beak in multiple time. One has managed to swallow a bit, but shakes his head crazily after. The other one does not swallow, no matter how many times I put his beak in. I am not sure what to do?
Do they not need water as much the first day. They have been out of the incubator and in the brooder for 8 hours. They are eating, but not drinking. I think this is a problem. Can someone give me advice? I have also just tapped the water, to get them interested. It has not worked.

They don't really need food or water for the first 2 days. You can give them wet food or cooked egg in a bottle cap to make sure they get liquid.

For the first few days i was so worried i kept picking my lil quail up and holding the cap of water up to its beak it drank every time i offered it just keep it up it should learn good luck. Also took me forever tapping the mayo jar lid with glass rocks in it for then to start finding it and learning to drink from it lol but i had a single i hear its better in a group once one learns he teaches the others i hear from them watching and copying well again good luck
 
They'll figure it out. I start with a pipette that they love to drink out of for some reason. Then I move the pipette over toward the water and start dropping drops into the water. They drink on their own.
 
I’ve also found a pipette helps to start them drinking. They like the shape of droplets. If they peck at little crumbs of feed, sprinkling a few on top of a jar lid with water in it will entice them to peck at the crumbs and also take in some water.
