It was born last night? If so, give it time, they don't come out standing and walking--usually takes a day or so to gain strength and use those legs.

I do gently dip their beaks in their water to show them where their water and feed is and to give them a little drink.

If it is laying on its back, you'll have to either cull it or hand-feed/isolate it. If you leave it in there, the others will peck and sit on it.

when i mean semi dry i mean pretty much dry i just feel so sad for the little guy because i try to stand it up and it seems not to have balance and falls over to only its right side. it keeps moving and crawling but can't seem to get up

can you give us more of a description? Is it sitting on it's hind quarters and feet kicking, do it's legs split apart? All of these things can be fixed if that is the case.

Also, Polyvisol without iron drops are great for little chicks!

Also when you put them in the brooder make sure you put something like paper towel bounty is the best more thick and more texture so the chicks wont slip and have their feet like spread apart. Well thats what I use and it work pretty good never had problems. Hope this works.

I would separate it with it's own food and water--doesn't sound like it's going to make it--sometimes chicks are just born weak or have something internal going on that we can't see. SO sorry!!!
