When I mix mine, I try to put them in around the same size, not nescessarily same age. That way they have a sporting chance of not being picked on unmercifully. I use a communal pen type system btw.

You should really only mix young birds with adults if the young birds are 5 1/2 weeks or older any younger and you will be risking them a bit. I say this and I have a large pen of tuxedos (coturnix) with varying ages some only 3 weeks old. However I watched them closely for about a half hour and any aggressive quail was removed and their beak trimmed...then tehy were returned... no birds harmed except in beak trimming there was some blood (the beak grows back). Luckily there was only 2 aggressors out of the 20 or so that are in there so there wasn't much beak trimming involved. What you mostly have to watch for is Roos. If they try ot mate with young chicks the chicks will reject and in the process they can get scalped so severely they die.
