Coturnix quail eggs not hatching

So I bought a new forced air incubator, set it up and let it run for a few days and put my eggs in it. The eggs are from a breeder I've hatched from before with reasonable rates, 30 total. The temp has stayed at 99.5-100.5 F, the humidity was at 40% until day 14 when I removed the turner then bumped it up to 65% and it's now day 20 with no wiggling or pipping in site :'( I got a new incubator because the original I had was an old one from a friend that wasn't holding temp well and had started leaking and this one seems perfect but idk what's wrong. The eggs were laid and shipped on Tuesday, arrived Friday, and I put them in the incubator Monday. They were stored in the box they arrived in (big side up) in a cool dark room (around 70°) I didn't candle them because my flash light was not charged when we took out the turner (husband fails) any ideas on what's up? Should I water test at this point? The other 3 times I've had eggs they started hatching on day 18.
 
Were those temperatures and humidity coming from a built in display on the incubator, or did you verify them with your own thermometers and hydrometers that you know to be accurate?

Built in oned, the original hydrometerse and thermometers I was using on my old incubator were shown to be super off so I used the built in one

That may be your issue then - the built in ones can be super unreliable. I'd get some outside instruments ASAP and put them in and see what they say.
 
Do you have any you would recommend? I'm worried what is reliable or not.

I personally like and use the reptile probe type thermometers, specifically this one. You can find them in the reptile section of pet stores. The nice thing is they are easy to calibrate using the ice water method so if they are off, you can figure out exactly how off they are. Usually they're fairly accurate though.

For humidity I like to use a digital Accurite.
