Coturnix Quail in Kentucky

From what I have seen on the local sites from the fish and wildlife department only permits you need are for bob white and over 50 birds but I have had others tell me differently so whats the deal?

I see this is an old threat. I'm curious about quail too. I live in Oldham County, have you found anything out since posting?
