I have an adult double silver who is healthy other than blind, I also have 2 double silver chicks who have passed the worrisome time period, and who are doing great other than slow growth and being blind. I moved them in with chicks a week younger and they fit in perfectly.
I received 3 from shipped eggs, all 3 grew to adults, one male was bulgy eyed and I culled him and kept the healthy one. The hen was never really fully healthy, but I got her going pretty normally, then she cracked her beak and it kept chipping and getting worse and I had to cull her. The 2 I culled were noticeably white meat compared to normal quail, and tasted much less gamey. The ones hatched from eggs fathered by the healthy double silver roo have had no bulgy eyes, and have done well and are thriving. The most recent one has light gray Italian speckles, the rest are all white.
