Training with an arm extension of any type doesn't always mean fear. We use whips to signal horses. You don't ever have to actually touch the horse with the whip. Once you've impressed you are boss in whatever means you deem appropriate the whip just helps give signals. I watched a guy with one arm ride a horse and steer an entire herd by bullwhip without ever touching them. It was only used to signal them which way to go and remind them to close up the herd. No single person could reach from one end of that line of food to the other to remind each dog to stay back, the rest of the pack would grab the food while your back was turned, and I'm sure most of the dogs can't hear his actual words. The whip keeps swinging until it's time to eat. Same as so long as the tip of my whip is up and out I want that horse to keep moving and when I want them to stop I drop it alongside my leg. It saves having to keep repeating something over and over again or keep moving them forward again. I can do the same with my arm but it's not as easy for the animal to pick out the exact signal.
 
Good thing hounds are not really prone to fighting like some other breeds! Looks like a fairly standard hunt pack, whip and all. FWIW, I have never seen our hunt actually HIT the hounds with the whip - it's there, like someone said, as a tool and arm extension.
