Could this be a meat chick?

I am worried about my Leghorn chick, she is 2 weeks old and appears swollen and bloated. Much larger than her friend. Someone pointed out maybe she is a meat chick instead of a layer.. Possible?

I can't see her comb at all, but based on her size and color, she is likely a Cornish cross. If so, you will need to butcher her at around 8 weeks. In fact, if you wait too much beyond that, Cornish cross rapidly develop serious physical problems due to their abnormal growth rate.
 
Would that cause her butt to look like that?

No that condition has nothing to do with what breed she is. Either the other chickens have been pecking at her vent area for some reason or she might have lice which chew the feathers off in the vent area. I would do a good close examination of the area, particularly around the bases of the feathers.
