Looks like it to me, maybe a light splash, I think they tend to be a bit grayer most of the time.

It's either splash or possibly even paint. What are the parents?

no idea what the parents are I got the eggs from a feed store and the spots are more of a black

I never had my splash babies get their splashing that early, but that's not to say they can't. He looks more paint to me by the picture.
