Perhaps copy the part of the code that talks about jail time and fines.....Kindly tell them you'd like to be good neighbors, but if any more of your chickens are killed by their dogs, you will turn them in. Good intensions will not longer be enough.

For the first time ever I have bad neighbors. It's tough, but at least I know everyone in the neighborhood feels the same way about them.
