Is it normal for a guinea to have blue eyes? Is it normal for one to have one flat waddle and one cupped? I have one i think is a girl but it never really makes a lot of noise like the other girl could she start later maybe?

I can only answer one part of your question. Some of mine have blue eyes, so I'm guessing it's not uncommon at all. I like to tell mine they have the prettiest blue eyes I've ever seen! lol

Hotcookie is right. It's not uncommon for a guinea to have blue eyes, although it's more common for their eyes to be brown. It's also not uncommon for a guinea to have mismatched wattles. I had one guinea in my flock of 7 that had wattles that were mismatched, and I think that's probably how often you will find them. Perhaps a little more often. Maybe 1 out of 5 or 6 guineas will have wattles that don't match. There are some guinea hens that don't "speak" much early on. They sometimes become more talkative as they mature, but often they do not. It's just in their nature to be more quiet. I had a hen that didn't say anything until she was about a year old. She didn't lay an egg until then either! She ended up being the most fierce, protective, and conscientious layer that I had. Never did say much except when she was upset about something.
