Crusty Neck on 3 Week Old Chick

I have some Buff Orpingtons that I got that are about 3 weeks old and one of them has a crusty looking neck and not a lot of neck feathers. Is this something I need to be worried about?

That could be from mites, lice, or pecking. I would try to clean it up . Check the little one over real good.

It may be keratin from new feather growth.
Give your chicks a pan of dirt so they can take a dust bath. See if that material sloughs off.

Do the chicks scratch a lot?
What are you feeding and how are you brooding them?
