Day 17 Coturnix Quail, not hatching.

Humidity during incubation- 45-55%
Humidity at lockdown- 65-85%
Tempature- 99 F-101 F
CALIBRATED THERMOMETER,- checked accuracy day of lockdown.- Boiling point, and melting point.
Turned eggs every 2 hours.

Is it normal to have no coturnix quail hatching on day 17? This is counting the first day as day 0.
Any thoughts?

You shouldn't have quail hatching a day early if the temperature isn't too high

Some will hatch on day 20. Yes, normal.
