Day 18 candling pic - ready for lockdown?

This is my first time incubating chicken eggs & candling. I normally incubate emu eggs which you can’t candle & dont do lockdown.

I have legbar (bluish green eggs) & copper marans (dark brown) so it’s hard for me to see.

Do these look like they’re ready for lockdown? I’m using my husbands bright flashlight & a toilet paper roll.

They look like they're either dead, or unfertilized.
 
Could they be slower developing? I started off with temp at 95 for first two weeks accidentally and gradually raised it to 99
They need to be incubated at a steady 99.5°F until lockdown, then lower to about 98.5°F - 97.5°F for the hatching period.
