Day 20 of incubation

I am on day 20 of incubation of my quail eggs and I have had none hatch so far. This is my first ever incubation and I have made sure to keep the humidity and temp. perfect the whole time. On my incubator I can control the temp. and somewhat the humidity but I've kept a close eye on it. I cant really see into the incubator so its hard for me to keep a eye on them. Should I wait a little longer and see if they hatch or possibly candle or float them to see if they are still viable?
 
I am no expert but I have had eggs hatch on days 21 and 22 but I have read somewhere that they can go longer than that. My late hatches were down to me using a budget incubator, since I upgraded my chicks hatch day 17/18 now.

I would leave them in for a couple more days then maybe get one of the eggs out quick and candle it before you throw them out, at that age you should be able to tell really quickly if there is a chick inside or if they are unfertile or partially developed.
