Day 21 and no movement, chirping or pipping

Its 5 hours into day 21, I am counting correctly, I am counting day 1 24 hours after i first started incubating them.
Its day 21 and no movement, chirping or pipping has occured yet, too early to worry?
When I candled on day 18, they were all moving and alive. But they did look small for day 18, so there is a good possibility the temperature had been too low and they are a bit behind,
what do you guys think?

Maybe they just need more time, if the temps dipped in the incubator, at some point, it could have slowed development.
