Day 21 hatch day concern

I have a chick that looks like instead of

unzipping it kinda just pecked a hole and tried to shove its head through. It's been rocking and peeping for about 6hours the top of its head it stuck out. Is it fine? Do I need to help it? I've already had 3 other chicks hatch and have 5 that have just pipped or haven't started yet.
 
Is He Trying To Zip, How Does The Membrane Look ? They Will Rest A Bit While Absorbing The Yolk Sack.
 
It's Seems like he's just trying to push his head through the hole. The membrane looks like it's starting to dry around the part of the head thats outside the egg. The egg is still rocking also.
 
Is It Safe For Your Other Eggs To Pull Him Out Real Quick & Look ? I'd Say To Try And Very Carefully Pull The Top Of The Egg Off So His Head Is Out But Leave His Body In The Egg In Case He Hasn't Fully Absorbed His Yolk. If There Is Any Blood STOP & Put Him Back In The Incubator
