Day 22 and only 3 out of 28 hatched. Is there a chance?

Hello.
I placed 28 eggs in an incubator at 37.5 degrees heat and 50-60% humidity for 18 days.
After that I took out the egg turner and kept it at 60-70% humidity.
The 21st came (last night) and 2 chicks hatched a few hours apart. Later in the night there was one that seemed to be trying to hatch the egg but without success and then no movement.
In the morning another one hatched (lame in one leg), and it's been 13 hours and there is no change in the other eggs (except for small fragments from yesterday).
The 22nd and almost 23rd day is there any interest in keeping them? Or do they no longer have a chance??

Yes there is still every chance for them. Did they all look viable at day 18 before lockdown?

Also did you count the day you set them as day 1 or as day 0?
The truth is that I didn't check them at all, I'm almost sure that they all have chicks (because some made a small hole in the shell and stopped).
My incubator is counting down the days showing 22 (he start from 0 days).

Leave them in. What date did you set them?

The small hole is called external pip and it’s what they should do. After external pip they can get more oxygen so they rest and absorb the yolk and blood vessels. It can be another 24+ before they zip a cap round the egg and hatch.

i think 4 april, i dont sure about it.
 
Yes certainly leave them a couple more maybe 3 days if you are unsure of the set date. How long ago did the pip holes appear in the eggs that have not hatched yet?
today, And I don't see them trying to hatch or shift..
When I opened the incubator to take out the 3 chicks, there was a bit of a stinky smell.
