It's been 16 hours though

it is normal that they pip a hole in the outside of an egg and they do nothing for 12 or so

I did help this one that was bleeding 12 ago but no chirping it was moving last night

If there is blood they don't need help yet, it means they are still connected to the egg, and will die if they bleed too much. and it means they are still absorbing their yoke, even if there is a hole they are not ready to come out, they just want air, and the air allows them to start the process of absorbing.

So then when would it hatch it's only day 19 and it looks like it pushing out but it's chirping loudly I wonder if it was already pre developed

Go read the other thread you started. Don't try to "help" the chick yet. You will kill it if it's too soon for it to come out. The 21 day thing is an average. Some will hatch earlier, and some will hatch later. It's OK. Just breathe and let it happen.

Day 19? It pipped pip is not a hatch, it pokes a hole before it is ready to hatch to breathe usually on day 19 then rests, 12 hrs or so, then it will finish when it is ready.
