Day 23, is this a blood ring?

Not sure if this is a blood ring or not but it’s day 23 and no movement or pips out of this one.

Is it dead? I still have 4 other eggs in the incubator not pipped too. Just candled this one so far

No, a blood ring is an actual dark ring around the egg and clear space all around.
Is there any motion visible in that twilight zone?
As a last resort, you could float test it. Let it settle floating in a bowl of water. After water calms look for movement. That's a last resort though.
Is your day count accurate?
It looks like it probably failed at about day 18. I don't really see an air pocket or is that light area air?
Circa 18 day failure isn't uncommon. Are these eggs from your birds?

That is an air pocket yes. And no they are from a friend. How long should I wait until I do the float test? I had 5 chicks already hatch on Day 21. Eggs went in incubator May 7, so by my calculation my math is correct that today is day 23
 
OK, then I would probably do it now because I think they are done.
What does your friend feed their birds? Type of feed, crude protein, mill date of feed, other foodstuffs?
Feed not less than 2 months from mill date may have lost some vitamin content and amino acids. Vitamin A, D and E (among other things) is critical for hatching.
Regular layer feed is sufficient for producing eggs but not necessarily enough nutrition to produce vigorous embryos that go to term.
