Hatch in chicks

So I set 12 eggs on 4/12 (23 days ago). Temperature throughout incubation: 37.7 Celcius (99.8 Farenheight). 10 eggs went into lock-down 4/30 (day 18). 4 chicks hatched on day 21. 3 chicks hatched on day 22. On day 22 egg #9 pipped then died. 
! Two eggs are still in the incubator [today-5/5] (day 23). These are their numbers: #8 and #3! I candled both of them when I took out the 7 hatched chicks. #8 didn't look very well: Yellow air sac color, no movement, not internally pipped. #3 looked alot better but I don't know why it isn't hatching. Here is what I saw when I candled egg #3: some veigns, internally pipped, some movement, big clear air cell. I don't want to take it out again [to candle] and I didn't take any pictures cause I didn't want it to get shrink-wrapped. Does anyone have any recommendations? Why hasn't it pipped yet? Is it still absorbing yolk on day 23? How long should I leave it in there? I candled it this morning at 8:00am. I don't know how long it has been internally pipped.

I've gotten to the point that I only candle eggs 3-4 times during incubation. Some people try making safety holes and all that but imo if the chick cannot pip on its own it probably would not live anyway. After it pips then you can help it if needed.
