Day 23 still no chirping, pipping, or movement at all

its day 23 and i have had the incubator set to 100 degrees and have added water regularly as i was told to do. The temp has ranged from 97-102 degrees just because of taking the top off and adding water regularly but was not at those temperatures for anymore than 15-20 minutes because i was on top of it as best i can. I have 12 eggs and not one has pipped, chirped, moved, or anything. i put them in warm water to see if they were alive or if there was anything in them and it turns out the the egg floated and looked like the chickens "kicked" while in the water. I would like to know if i should do anything to assist this hatching because i have read online that if there has been nothing after the 22nd day it may be time to step in. i am also new to this. thanks!
 
You should try candling them (take a really bright flash light and hold it up to the egg in a dark room and you can see if anybody is in there.) I've never heard of that water trick, but I don't think its a good one. the chicks need to breath and by putting some or all of the egg under water would cut of O2 from them and suffocate them. Also are you positive they are chicken eggs if it is a duck egg it takes them longer to incubate.
