Do chickens at different latitudes stop laying in the less light seasons for a different amount of time? Some places don't have such a swing of daylight hours between fall/winter and spring/summer. Here in NW Washington, my girls slow and stop around October/November, and don't begin until February into March.
Where are you located and which months do your girls stop laying?

I believe those closest to the equator see a more even laying throughout the year. They don't necessarily see a spring surge because there isn't an increase in light like you see further away from the equator.

Here in Wisconsin they surge in March through May, slow down during the summer months, than a slight surge in fall for some as it cools down. Most will stop laying, and molt anywhere from the end of July through January. The temperature affect it just as much as the increasing or decreasing light.
