If the place you intend to do DLM in is a "low" spot that floods, then it's going to continue to do so and you WILL have a muddy mess until such time as the DL composts and builds up to a level higher than the surrounding area. I would suggest that you bring in some dirt and build the area up so that excess water drains away and THEN start your DL.
Don't worry about it being out in the air... When's the last time you walked in the woods and saw the forest floor covered to prevent it from getting wet? Exactly, you haven't. The forest floor is your perfect example of natural deep litter. Lots of leaves, pine needles, sticks and twigs, rotting wood, weeds, etc.
