Would using wheat straw be ok to use instead of pine shavings

Deep litter should have a mix of organic matter of different types and sizes, so substituting one item for another should be fine as long as you adhere to that.

I have been using pine shavings mixed with fresh herbs/some leaves and think it is working out well. No smell and my girls love it!
