Deep litter system

I've decided to use the deep litter system for my chicks/chickens, but I've got a question.
When stirring the bedding, are you supposed to just stir the top of the bedding to keep it from being matted down or are you supposed to go down deep when you stir? I've just been breaking up the top layer, not going down to the bottom, before I add fresh bedding. Is this right?

Toss everything. If you don't, and the litter is moist at the bottom, it will get very hard and difficult to toss. Keeping it fluffy, all the way down to the floor, will help it dry out, thus keeping odor to a minimum, and it's more comfy on their legs.
