It sounds like your chickens are struggling with the heat. Some amount of panting and wings spread is normal, but there are some things you can do.
- You can use ice, either in a basin, or frozen plastic water bottles. Just place them somewhere that the hens can put their feet in or lean on them. Then you can trade them out when they are no longer cold.
- Digging them a hole in the earth, or giving them a place where they can dig it themselves helps them to use the earth to cool themselves. Make sure the hole is in the shade, and that they have as much shade as you can get them, too.
- I have heard of people using sprinklers for their chickens when it is really hot. You probably want them to somehow choose how wet they get, or just mist them so they don't get chilled when the sun goes down.
- You can make your own electrolyte solution. Here is a recipe for a home made one.

-This one may be for the future, but if you have bushes, or can plant some, they love to hide under them when it is hot. The leaves transpire water, which causes a gentle cooling to happen.
