Determining Hatch Rate of Shipped Eggs

Hello!
How do you determine hatch rate? I received around 70 eggs in the mail. 2 had cracks. Today, day 9, I have 15 visible babies, a few question marks due to lots of pores or especially dark eggs, and 2 or 3 blood rings. Lots and lots of clears. I knew going in that the breeder was sitting at around 60% fertility, and those eggs never had a chance to hatch. Do we count the clears? If so I'm not sitting so nicely, with 15 of 68- maybe 22%... If I only count blood rings as failures, I'm around 15/18 or 83%. I sure like 83% better! (I originally ordered 36 eggs but he sent many extras!)
 
I determine it by how many viable live chicks hatch. I have gotten as low as 0% on shipped eggs. I consider anything over 50% great, and have gotten as high as 100%.

So do you look at how many hatch out of the ones you can see development in? (In my case, 15/18 so far?) Obviously we don't count them as hatched until they hatch and are dry and running amuck, but I don't know that number yet.
 
I count all shipped eggs, including duds, and those scrambled as part of my hatch rate. I even count any extras sent, but that could just be me.
