Bumblefoot?

It does look like your rooster could have a small case of bumblefoot on that toe. I'd try soaking it in epsom salts for a week or so, and see if it goes away. Try putting some antibiotic ointment on, too (just don't use anything with painkillers or "caine" ingredients). It really doesn't look very serious right now, so don't worry too much.

The red legs look pretty normal to me. Red legs are often a sign of a rooster's hormones and fertility. My roosters always have redder legs than my hens.
