I have one chick that has died during hatching. Can I open the incubator to get it out? Or will it hurt the other who haven't started hatching yet.

If there's no other pipped eggs, go ahead and take the dead chick out.
Sorry for your loss.

Yes it was part way out and no longer breathing. The others have not done anything yet. But they are not due until hatch until tomorrow afternoon. She tried to hatch before lock down. Got them all at the same time.

We open the egg. could not see anything wrong. other than, a little blood spot on its abdomen.

What happens if the humidity gets up to 82% on day 17.Will it hurt,
them and what is to high ?

Nothing will happen, just bring it back down a bit... Incubation 'guidelines' are just that guidelines, they are not hard fast rules (except upper internal egg temp)... Airsack size and development (as well as the eggs overall weight) is what is important not some random humidity level at any particular time...

I keep saying this, a broody bird can't control humidity, when it's 95° and raining outside with 100% humidity there is no way that broody bird is going to lower the humidity... So don't worry if humidity goes up or down even if it's to the extreme as long as it's a decent average over the entire incubation period and allows proper airsack development and size... Increasing humidity on hatch day helps prevent the bird from getting stuck and shrink wrapped, but it's not absolutely necessary either... If there are no complications the birds can still hatch fine with lower humidity levels, but that high humidity sure does help when they are struggling and even when they are not...

Moral of the story, don't be concerned about temporary spikes in humidity...
