Diet?

I have a drake dealing with wet feather -

So it makes me wonder if diet is the cause. . .

What do you feed for your confined ducks not able to free range and balance their own
diet or get, potentially, everything they need?

I've only been offering Purnia crumbles for game birds, ducks, etc

The duck should be fine on a balanced commercial poultry feed. If there is a feather problem, check to make sure the oil gland isn't impacted. If it is, treat with warm compresses.

My ducks have space, but it is winter and I'm in the desert, so there is nothing to forage. My ducks get a grain pellet with vitamins and minerals, kitchen veggie scraps, a tiny bit of flax seed (for oil production), and a few kibbles of dry cat food for animal protein.

Not many greens during the winter. In the summer and fall, they get a lot of greens because they can pick what they can reach and they get a lot of trimmings from the veggie garden. They still seem to be healthy, even with the reduction in fresh produce.

If the oil gland on your duck has been damaged, I don't think there is much you can do.
