Difference in Chicks

I was wondering if anyone else finds it alittle odd that I got 4 Leghorn chicks at TS back in May and now they are 18 weeks old, and one looks like the first picture and the other 3 do not have a big comb and wattles.

Thanks I had wondered if maybe she was a little older than the other three because she has had that bigger comb and wattles for about a month. I appreciate your help
