DIY chick heat plate?

I have an older model of a different brand. It is the size of 1 seed tray. It is only barely warm at room temp. I actually just put it up and set my seed tray on an old heating pad. Had to be careful to keep the water off it though.

Even the description in the link says:
"Warms root area 10-20˚F over ambient temperature to improve germination"
If your ambient temps are 80 degrees in the brooder area, it might work, don't know. A wool hen might work too.
