Hardware cloth is mainly used for critter protection. So, he could put the hardware cloth under the removable pan instead of over and just have the pan be removable. But even having a removable pan may be unnecessary. Do you have pics of what is done so far?
If he is imagining that the chicken poop will fall to the bottom of all the litter, through the mesh and into the pan which you will then remove, empty and just put back, it won't work that way.
