Do Botton Quail make a mess and smell

All birds are somewhat messy. Button quail are forest floor dwellers that scavenge, nature's janitors, they are relatively less messy than perching birds like parrots. Their droppings are small and dry. Whether or not they smell isn't a function of the bird, it's a function of the level of care of the owner -- if you take good care of them and clean them daily as all caged birds should be, you shouldn't notice any odor at all.
