do cups need to be level?

I dont think my birds are getting enough water with the nipples. Also, I am thinking of putting my 50 gal tank outside to reduce humidity in the coop. I want to switch to the cups but my experience is that they just keep draining unless the tank is completely level. does my barrel or tank need to be level to use the cups?

Probably not.
Might depend on the cups you want to use, but most have valves similar to the nipples.
