Do I have a rooster?

I am new to this site and hope someone can help me. My chickens are about 18 wks old and i think they are all hens but my boyfriend thinks we have 2 roosters because there comb and waddles are larger. Not a one is crowing or laying yet. I am getting there nesting boxes ready today and hopefully they will be laying soon. But if i have 2 roosters will its tail always be bigger, do only roosters have the spurs on there legs, and dont chickens have karge waddles and combs when they are ready to lay?

Yes, at this age the hens getting ready to lay will have larger combs and wattles, showing their sexual maturity.
roosters at this age should have the rooster tail, some hackle and saddle feathers, and probably crowing and/or mating.
Spurs aren't reliable. Some hens grow spurs, some roosters don't until after a year.

Best thing is to start a new thread--look under this post on the left---and post some pics of your birds so we can confirm. I'm guessing you have hens getting ready to lay is all.
 
Looks like you have a roo!! Very tall neck and defined wattles! But some girls get big wattles, but in the RIR variety, that early, I think it looks like a roo.

Mine was suppose to be a girl, but he started crowing at.. oh 5 weeks? No joke.
