The splash coloring is a recessive gene, so it tends to skip a generation. To have higher chances of having splash silkies, you might want to take the grandkids of some splashes. I found this, you may be right. It doesn't mention white silkies but I think I got my fact confused with celedon quails :/ Sorry everyone! How embarrassing.
