Do I have to be Npip certified to ship hatching eggs to a friend?

Me and @Chicks In VA were planning on me shipping him some of my purebred Bielefelder hatching eggs.
And I am not NPIP certified, would I be breaking the law?

You can sell them as eating eggs and it will be legal. He just incubates them.
