Shipping eggs without NPIP

Legally you need NPIP certification to ship hatching eggs to another state (and often a receiving state permit as well) but functionally it is kind of moot, the USPS is not on top of hatching egg shipping requirements between utah and Maine (or any other states) and as these can change suddenly aren’t likely to keep up on let alone report when they aren’t followed, maybe somebody will setup a sting to catch illegal shippers but this seems a little ridiculous when things like cattle, drugs, and human beings are also being moved illegally. Your eggs are stuck because shipping anything right now is a mess not because the receiving state dept of ag is cracking down on eBay shipments! The usps also doesn’t know what has a vs9 or cvi either, as these are often digital copies, to say nothing of state issued permits, it isn’t like getting caught with a trailer load of cattle without a health or brand! I’m not even sure what the penalty is, I’d guess a nasty letter at worst or if you are certified they may yank it if you don’t follow the rules. The certification in my state isn’t bad but some it is a nightmare, I think it is worth it but that’s totally dependent on your personal situation.
