Do I need to intervene?

Its been 17 hours since a chick has pipped. I see his beak and some movement still but he is not peeping anymore. It has been seventeen hours and the membrane is white and dry. What do I do? Should I intervene and help this little one out, or wait it out and see if he can do it on his own? Once the others starting pipping it was only a few hours before they hatched. I really do not know what to do!!!! Please help!!!!
 
I helped one on my last hatch and ended up losing the remaining 9 eggs and the one I helped died 2 days later. I have learned my leason no more opening the bator during lock down for me.
 
If you're sure you've kept the humidity in the right range I would not intervene. Getting themselves out of their own shells is the first test of viability for strong, healthy chicks.
