You do not need a permit to sell to individuals, on BYC, or Ebay. If the feed store wants to buy eggs to hatch, you can do that also. But I think they need to find out if they can sell chickens, which is not your responsiblity. Most feed stores will not hatch chicks to sell, but an employee may. From what you have mentioned there is nothing you need but time to sell your eggs.
