Do Silkies take longer to lay?

Some breeds stop laying during the winter, so if they come to point of lay during that time, it's highly likely they won't start until the spring.

My banty cochin is approaching 11 months and STILL no egg!!!

Silkies usually lay between 6 to 8 months, however it can be sporatic and not very regular until after they are a year or so old, in my experience. If you are relying on your Silkies as a laying bird, your going to be disappointed. Although they lay regularly when they lay, actually keeping them in laying mode can get quite frustrating as they will stop if the wind changes directions...
