Do these hens have wattles?

Will female Rhode Island Reds ever get wattles? How else can you sex this breed?

Femal RIR's do get wattles. Mine have very prominent, red, wattles.
I think that the usual means of sexing birds apply. Look for pointed hackle feathers, saddle feathers, and sickle (curved) tail feathers on a rooster. Also, crowing or laying an egg are good indicators.
