Do We Have TWO Cockerels?!

So…we’ve had 4 chicks since they were about 3 weeks old. They’re now 12 weeks and while we’re sure of the one very obvious cockerel, I’m on the fence with one other. I’ve included pics of the obvious one and the one in question…
Any thoughts are greatly appreciated!

So….two cockerels or a cockerel and a pullet??
 
Do you only have these 2 cockerels and 2 pullets of the same age? If so I would separate the cockerels if you like to keep them as long as possible without any trouble.
If the cockerels mature, the pullets are not ready to mate yet. And they probably get assaulted by the dominant cockerel.
(No experience, but know this from reading)
