You are mistaken.Every state except AK, OR, RI, TN, and WY, requires the sender to have NPIP/AI clearance from their state.
The state of destination is the one that really matters. Not all states have the same requirements.But I am just wondering if there is some exemption aside from what is listed above for a smaller seller or something along those lines.
